Step 1 – Create an account on the Family Portal.

Step 2 – Apply to the SR Waitlist by completing an initial online application and uploading the required documents.

Step 3 – You will be notified by email when funding becomes available. This may take several weeks or months. Once you receive the email, you will complete and submit the online SR application.

Step 4 – You will be notified when your application is approved.

Once the initial SR application is approved, clients are placed on the SR Waitlist. Families move to the SR application phase based on funding availability, the priority group, and the date the SR Waitlist application was approved.

  • Helps working families afford quality early learning services
  • Keeps parents in the workforce and/or participating in educational/training activities
  • Helps families become financially independent
  • Lessens educational disparities between children from low-income families and their peers

School Readiness reimburses providers a portion of their daily rate. Families are required to pay a reduced amount referred to as the parent fee and differential. Families are also responsible for transportation fees, field trips, etc. The chart below illustrates the daily school readiness payment amounts based on age group and provider type.

Please select “Forgot My Password” beneath the “Log On” button. Please keep your username and password in a safe location, as this will be the only way to make changes or re-certify your eligibility.

Families must report changes to their household within ten (10) days of the change. This includes changes to income, employment, education status, household size, and permanent or temporary disability. Families must also report if their child stops attending their child care provider. Call 904-208-2044 and notify the representative of the change.

ELC of Duval will contact you by email or phone. Please make sure your contact information is always current and be sure to check your email and phone messages regularly.

Parents and guardians can use their iPhone or Android phone to scan required documents. Search how to scan a document on your phone and instructions will be provided. If you need further assistance scanning and uploading documents to the Family Portal, call 904-208-2044.
